Letter indicates that the Mexican government will not accept the " tile drain solution" but is reconsidering the by-pass channel as a solution to the salinity problem along the Lower Colorado River. Attachments include a table of estimating pumped drainage rates from the Wellton - Mohawk District and two memorandums of conversation/meeting between the two commissioners of the International Boundary and Water Commission.
