Description This document transmits the Fish and Wildlife Service's programmatic biological opinion for the proposed Memorandum of Agreement (MOA) among the Southern Nevada Water Authority (SNWA), Moapa Valley Water District (MVWD), Coyote Springs Investment, LLC (CSI), Moapa Band of Paiutes (Tribe), and the Service. The Service has determined the proposed action is likely to adversely affect the endangered Moapa dace (Moapa coriacea).
