Description In late summer when flows are low, there sometimes isn't any water left in the streambed. Water rights holders, like power companies and irrigators, have the right to divert water, which can effectively dewater a stream, if their rights are senior to other downstream users. It's difficult to obtain water rights to support flora and fauna under the ""beneficial use"" doctrine.
