Description Upscale homes in Cottonwood Heights now occupy the flood plain at the mouth of Big Cottonwood Canyon. Once water leaves the canyons, its no longer part of the watershed, and the Salt Lake City Department of Public Utilities has no say in residential development on the flood plain. Runoff from streets and yards can carry waste and chemicals into the creek.
