Description Once diverted Big Cottonwood Creek water leaves Rocky Mountain Power's Granite Plant, it enters the water treatment plant at the mouth of Big Cottonwood Canyon. The plant is one of three run by the Salt Lake City Department of Public Utilities. The Metropolitan Water District of Salt Lake and Sandy runs the Little Cottonwood Water Treatment Plant.
