Relation Central Utah Project; Western Waters Digital Library; CHAPTER IV consultation AND coordination supplement to that statement merely provides analysis on additional alternatives under consideration public law 100563 100 563 did require reclamation to prepare an environmental statement on the iad lad system by december 31 1989 however this requirement was rescinded by congress senate hearings 101193 101 193 part 1 at present the planning process for the led system is on hold until congress provides funding for the system because of this delay reclamation cannot include the diamond fork system and the iad i&d system plans together in one environmental statement A separate statement will be prepared which will evaluate those iad lad system alternatives which will be formulated to operate in unison with the recommended diamond fork system plan described in this final supplement salinity impacts to the colorado river system caused by the development of th bonneville unit were presented in the INT FES 7955 79 55 the finl finil fidi fidl final environmental impact statement for the mei mel system bonneville unit dated october 25 25y 1979 see response to written comment 5 regarding the aquatic mitigation plan for fishery impacts in the uinta basin WRITTZN MRITTBH COMMENT CONNZNT 59 the draft supplement fails to identify and evaluate the implications for the diamond fork system and the bonneville unit of obligations to meet ute indian water rights RESPONSE RZOPOWSR 59 many options remain for the satisfaction of the 1965 deferral agreement by any or all of the signatory entities reclamation the ute tribe the state of utah and the CUWCD are currently evaluating options which might satisfy both the terms of the agreement and the current tribal representatives reclamation di agrees that this environmental statement is an appropriate vehicle to array and evaluate the options of the settlement if a potential settlement were to impact existing plans or facilities we assume that appropriate NEPA compliance would be required until such time as the agreement is declared in default we continue to honor the commitment itazttzn KAITTEH COMMENT CONNZNT 60 gos got the alternatives presented in the draft supplement raise numerous questions about the bureaus intended purposes for the bonneville unit and about the design assumptions the bureau should consider several variations on the alternatives presented RESPONSE RZSPOUSZ 60 reclamation agrees that the current statement is improved by adding the display of additional alternatives we have therefore expanded summary table 2 and table 6 from the draft supplement to display the full array of alternatives considered in the 1984 FES and this supplement 151 10
