Relation Central Utah Project; Western Waters Digital Library; comment letter no 24 AL the river basin would provide a measure of safety in achieving instream in stream flow obligations it is reasonable to ask if there is mechanism by which shares can be obtained in local canals or in the moon lake project to help 247 24.7 247 meet this obligation and make it less dependent upon favorable weather cont conditions for instance if a relatively small block of water were purchased in moon lake it would allow higher winter releases until it was determined what the actual status of the winter snow pack would be 7 provision for future river restoration the proposed plan or its alternatives represent a significant investment by the federal government in the water management in this river basin however even with this plan there are very significant instream in stream flow problems on the lake fork river these problems impact the coldwater fishery and the waem warm water habitat on the lower lake fork again as noted above there could be significant need for additional water rights for environmental restoration it is reasonable to ask if a mechanism can be provided to make possible later water purchases on the river at times these objectives could be produced by downstream water transfers which might improve instream instrean in stream strean flows with no net reduction in irrigated acres local water user groups have the capacity to facilitate such purchases or 24.8 248 248 make them very difficult there is a need to be cooperative and perhaps provide an option to participate on any water right transfers in this river system in the future the option should apply to all parties involved in the uinta basin replacement project there is an extremely disturbing example of such a transfer problem on the delores dolores project in southwestern colorado there ther e is a relatively large water purchase being considered which would use delores project facilities at present the transfer has excluded participation by wildlife interests even though there are very severe instream in stream flow problems on the delores river while this example is in southwestern colorado the circumstances which produced this problem could very well develop in the uinta basin there is a need to expand the water available for instream in stream flow on an the delores river and produce a more natural hydrograph on the river in large 24.9 249 249 measure because of investments made by the colorado river salinity control cont program an irrigation company in the area of cortez colorado had a surplus of water for their ground being irrigated they decided to sell the excess water to a local conservancy district which then planned to use delores project facilities to move this water to another area within reach draft EA section 203a 203 a r UBRP VBRPs march 16 16r 2001 page 4 page 4 of 5 4160 4 160
