Relation Central Utah Project; Western Waters Digital Library; CHAPTER VII WATER RIGHTS UTAHS COLORADO RIVER WATER in addition to state water law the use of water in the upper colorado river basin of utah is governed principally by three documents the colorado river compact of 1922 the mexican treaty of 1944 and the upper colorado river basin compact of 1948 among other provisions the upper colorado river compact of 1922 apportions to each of the upper and lower basins in perpetuity the exclusive beneficial consumptive use of 7500000 acre feet of water annually from the colorado river basin it further established the obligation of the upper basin states not to cause the flow of the colorado river at lees ferry to be depleted below an aggregate of 75000000 acre feet for any period of ten consecutive years the mexican treaty defines the rights of mexico to the use of water from the colorado river it guarantees the delivery of 1500000 acre feet of water annually from the colorado river to mexico from the united states by the upper colorado river basin compact of 1948 the amount of water apportioned to the upper basin is divided between the upper basin states and principles are established to govern deliveries of water to meet the lees ferry flow obligation by the compact arizona is granted the consumptive use of 50000 acre feet annually and the other states are each apportioned a percentage of the remaining consumptive use as follows colorado 51.75 5175 percent new mexico 11.25 1125 percent utah 23 percent and wyoming 14 percent 129
