Relation Central Utah Project; Western Waters Digital Library; during the construction period wildlife use would be reduced in the work areas such use would also be lost in the borrow areas for several years after construction use until revegetation measures are successful during construction there would also be short term undesirable esthetic effects increased turbidity around streams minor air pollution and inconvenience to recreationists lands within the recreation management boundary would be excluded from livestock grazing this situation would constitute a long term reduction of livestock production in return for provision and maintenance of higher quality esthetic recreation and water quality values implementation of the master plan would also result in long term improvements in visual esthetics around the reservoir G irreversible AND irretrievable commitment OF RESOURCES implementation of the proposed action would have several aspects that reasonably should be considered irreversible and irretrievable these aspects include the long term commitment of land within the recreation management boundary to provision of recreation and waste control facili faaili ties after construction complete restoration to the present condition would be difficult the materials and energy devoted to construction would also essentially be irretrievably utilized in addition the vegetative habitat permanently committed to recreation facilities would be lost to use by wildlife and livestock the visual impacts whether considered positive or negative would be permanent many of the management objectives would not be irreversible and if warranted could be modified by design the management objectives would be flexible in order to accommodate changing recreation needs and demands H alternatives TO THE PROPOSED ACTION 1 introduction this section discusses alternative actions that could be taken by the bureau of reclamation andor other entities to deal with existing recreational conditions at the enlarged strawberry reservoir including the option of no action the alternatives of no action partial construction increased construction alternative development plans and alterna aeterna tive management are considered 2 no action should the proposed action not be implemented then accomplishment of the recreation management objectives chapters II 11 and III 111 ili of the master plan would not be met in the most efficient and harmoneous harmonious manner concerning the bureau of reclamation lands under the strawberry valley project the bureau of reclamation would develop an appropriate management program at the conclusion of the ongoing law suit 72
