Relation Central Utah Project; Western Waters Digital Library; comment letter no 22 COMMENT LETTER NO 22 state of utah governors office of planning & budget COMMENT 22.1 221 department of natural resources we have reviewed the subject DEIS for the spanish fork nephi irrigation system SFN system and commend the joint lead agencies on their development of the proposed action reconsideration of the DEIS proposed action and nhu rhu further ther refinement of the direct connect tunnel alternative also described in that same document have led to the evolution of the new proposed action this proposed action still meets the purpose and need of delivering transbasin trans basin bonneville unit irrigation and mai mal water to utah and juab counties and facilitating the utah lake jordanelle exchange with less environmental impacts and greater environmental benefits than earlier alternatives this proposed action which includes the diamond fork tunnel alternative and the 43.6 436 mile long main conveyance aqueduct eliminates reservoir footprint or pipeline construction impacts to the narrow riparian corridor although there may be impacts to the riparian corridor associated with road improvements in upper diamond fork canyon the proposed action also provides minimum flows and reduced maximum flows in upper and lower sixth water creek diamond fork creek and a portion of the spanish fork river thereby producing flows and hydrologic conditions more suitable for improving stream and riparian habitats and minimizes impacts to critical big game wintering areas RESPONSE 22.1 221 please refer to comment response 21.1 211 211 COMMENT 22.2 222 19 1 9 12.4 124 second paragraph states that these issues meaning environmental analysis of the impacts on utah lake and strawberry reservoir are now included in this DEIS this statement partially contradicts a statement on page 214 2 14 section 2.3 23 2311 23 2311 231.1 1 1 first bullet which describes why the impacts to strawberry reservoir are not analyzed in this DEIS RESPONSE 22.2 222 please see the revised text in chapter 1 section 113 11.3 1 .1 1.3 13 13 in the FSFEIS FS FEIS which replaces the text in section 124 12.4 124 in the SFN DEIS COMMENT 22.3 223 135 1 35 first bullet sixth water creek instream instrearn In stream flows rows nows mows please include a brief parenthetical statement that exceptions to the minimum flows are described in the subsequent maintenance interruption description paragraph RESPONSE 22.3 223 since the maintenance operations section chapter 1 section 142.2 1422 1422 closely follows this section in the FSFEIS FS FEIS chapter 1 section 1.4 14 a change was notfelt norfelt not felt feit to be necessary COMMENT 22.4 224 181 1 81 162.11 16211 access roads third paragraph under the proposed action roads in diamond fork canyon from monks hollow upstream to and including the rays valley road will require widening and other improvements the impacts of the described road improvements to wildlife or wildlife habitats are not analyzed in the DEIS it is not clear from tables 3.43 343 34 343 3 or 3.52 352 35 352 2 or their footnotes whether road improvements are accounted for under the permanent disturbances for construction of the diamond fork diamond fork system FSFEIS FS FEIS 494 4 94
