Relation Central Utah Project; Western Waters Digital Library; attachment F COMMENTS AND RESPONSES ON THE DRAFT supplement TO THE FINAL environmental STATEMENT management plans compatible with their policies subject to operation of the project for mai m&i purposes issue 58 there is no mention of recreational boating in the draf draft braf t supplement we encourage development of facilities that provide for a large variety of the population not just minimal facilities as are presently available at other reservoirs we support well developed facilities for boat launching marina swimming beaches fishing picnicking hiking biking hiking sailboarding sail boarding cross country skiing snowmobiling mountain bike access around the reservoir and areas f for or motorized all terrain vehicles ATVs these facilities should be designed so there is nonconflicting use of available space since day use activities now receive the greatest recreation pressure in the area special attention should be given to facilities for these uses public hearing and letters 12 and 13 response the recreation plan f for or jordanelle Jor danelle reservoir was considered in the 1979 FES and no changes from the concepts considered at that time are being contemplated now therefore there is no need to again discuss in detail the recreation plan for the reservoir A broad spectrum of water oriented recreation has been planned for boating is a major recreational activity planned at the reservoir we estimate that 19 percent of the recreation use at the reservoir will involve boating A 10 lolane lane boat launch ramp is planned at the reservoir to accommodate boating access to the reservoir the reservoir has been planned with numerous facilities for camping picnicking swimming beaches group reservation areas a marina area and support facilities we are aware of concerns for sailboarding sail boarding and feel that this is a viable activity however it appears that this activity may best be accommodated on the east side of the reservoir there is currently no data on the wind patterns on this side of the reservoir and data will need to be obtained when the reservoir is filled the state agency can evaluate the feasibility of this activity at that time and make the appropriate changes in their management of the recreation As to the other recreation activities suggested reclamation along with the state will involve the county interested organizations and the public in formulating the more detailed plans for development and operation of the reservoir the compatibility and feasibility of the recreation activities you encourage will need to be integrated into their plan based on the available recreation lands and water surface issue 59 we would recommend that the facilities be designed for ease of operation and maintenance as well as for aesthetic attractiveness reasonable standards such as those used by the national parks service or state parks should be employed to assure low long term costs see letters 12 and 13. 13 170
