Relation Central Utah Project; Western Waters Digital Library; attachment F COMMENTS AND RESPONSES ON THE DRAFT supplement TO THE FINAL environmental STATEMENT between the jordanelle Jor danelle area and park city and any other trail connection that would be compatible with area master plans public hearing and letter 13 response the bureau of reclamation will work with the state within the constraints of the project to accommodate the concerns for recreation trails if a trail were developed from park city to the recreation boundary across private lands with other than reclamation funds reclamation would also develop a trail from the recreation boundary to the reservoir at present the only trail being considered other than those within the developed recreation areas at the reservoir is along the provo river from jordanelle Jor danelle reservoir to deer creek reservoir this recommended trail which would be for fisherman access only would be undeveloped and quite primitive issue 56 we would request that as part of the reservoir construction a paved bikeway bi keway separated from the highway be constructed from the junc bunc tion of US highway 40 and state highway 248 to jordanelle Jor danelle reservoir along the provo river and to deer creek reservoir see letters 12 and 13 response currently available data does not justify the costs of a bikeway in this area especially as it relates to water oriented reccea tion the bikeway would be associated with the highway around jordanelle Jor danelle reservoir and would come under the jurisdiction of the utah department of transportation A bike trail along the provo river from jordanelle Jor danelle reservoir to deer creek reservoir is not being considered at this time earlier proposals which included public access along the provo river for such activities as biking hiking recreation have met with concerns expressed by adjacent landowners and wasatch county officials therefore access along the provo river for recreation activities has been deleted from the project plan inside the recreation area at the reservoir the state parks division with the involvement of wasatch county affected landowners and other interested parties would determine if this is a viable recreation activity and design facilities accordingly issue 57 we support recreation uses at the reservoir and along the provo river we encourage the bureau of reclamation to establish policies and land use plans compatible with maximum recreation use and access public hearing and letter 13. 13 response the recreation market analysis for jordanelle Jor danelle reservoir recreation indicated that recreation demand at the reservoir would be at optimum capacity when it becomes operational and the proposed facili faaili ties are planned to accommodate this use the lack of available flat water lakes near the wasatch front results in this heavy demand the utah division of parks and recreation has provided intent to manage both the land and the recreation facilities of the project and would develop 169
