Relation Central Utah Project; Western Waters Digital Library; STONEFLY SOCIETY of the WASATCH FLY FISHING CLUB MEMBER CLUB DEDICATED TO UTAHS FLY FISHING FUTURE veu feu aj 4j UTAH COUNCIL mr N M W plummer bureau of reclamation P 0 box 11568 salt lake city utah 84147 dear mr plummer I 1 am commenting on the bonneville unit mai m&i system draft environmental statement as the utah conservation chairman of the federation of fly fishermen representing federation clubs in logan ogden tooele thoele pleasant grove and the two salt lake clubs in utah today there are approximately 5000 miles of streams and rivers of this only 62 are class I 1 high quality blue ribbon trout streams the remarkable provo river in its beautiful canyon represents 10 of utahs class I 1 stream miles no stream in the united states located so close to an urban area can compare to the provo it is suggested throughout the DEIS that it is a degraded stream and it is majorly majolly degraded because of the bureaus prior provo river operations despite these abuses the provo today is still an excellent fishery and recreational and aesthetic resource building the jordanelle Jor danelle dam will severely impact this resource above the jordanelle Jor danelle reservoir irrigation diversions will be increased and the stabilization of 13 reservoirs in the uinta mountains will result in a drastic decrease in flows in the provo the effect on fish populations will wilt be devastating the ability of the upper provo to serve as a nursery area for jordanelle Jor danelle will be reduced forcing increased reliance on artificial stocking the provo river will also be severly beverly affected by maximum flows below deer creek reservoir these can be more devastating than reduced minimum flows as pointed out by J J gaffney in montana outdoors if flows are maintained near bankfull bank full levels for extended periods excessive scouring will degrade channel shape and fish habitat at least two montana waterways the beaverhead river and big spring creek have been adversely effected by this practice in recent years the DEIS does not even consider whether or not the provo in its canyon can withstand the onslaught of these increased flows throughout the summer and early fall these bank full waters in the provo will represent red reo resent a health and safety problem for recreational users of the river even if the provo can withstand these adverse flows it is estivated estimated estiva ted 25 of the summer brown trout habitat will be lost in provo canyons class I 1 section 331 south sout h main street 0 salt lake city utah 84111 801 8015216288 801521 5216288 521 6288 204
