Relation Central Utah Project; Western Waters Digital Library; comment letter no 13 comment response 13.9 139 139 the bridge over sixth water creek bridge number 7005105 700510.5 70051 05 sixth water is located on this section of road therefore the CUWCD would not replace this bridge as part of this project the bridge crossing diamond fork creek at springville Spring ville crossing also is along this section of road it has already been replaced with a large corrugated metal pipe by the forest service COMMENT 13.17 1317 to what level will the road be improved between springville Spring ville crossing and the improved road in rays valley the DEIS should identify the need to do this road work and describe the anticipated work we recommend the following standards for the route double lane with minimum shoulders that will provide a safe environmental and cost effective route include items listed above under the diamond fork road standards where appropriate RESPONSE 13.17 1317 this section of road is not part of the planned construction route please see comment response 13.9 139 139 and therefore no improvements would be made as part of this project however thejoint the joint lead agencies are aware that the forest service is planning to improve the road between springville Spring ville crossing and the improved road in rays valley and have already initiated the required planning and NEPA compliance documents the thejoint joint lead agencies have agreed to assist the forest service in funding these improvements this project has been added to chapter 1 section 193.5 1935 COMMENT 13.18 1318 the DEIS does not address the need to mitigate truck traffic impacts on the new road this may or may not occur however mitigation prescribed in the EIS should note that the CUWCD will repair of any road damage that does occur RESPONSE 13.18 1318 the CUWCD would repair any road damage that occurs during construction after construction roads would be returned to a condition better than or equal to their preconstruction pre construction condition please see the standard operating procedures for transportation networks in chapter 1 section 1 17811 178.11 7.8 78 78 11 of thefs chefs the FSFEIS FS FEIS fels COMMENT 13.19 1319 the third and fourth paragraphs on this page discuss two new roads the USFS appreciates the statement that consultation with the USFS will occur however there appears to be little or no decision spaced space7 space for alternate locations as a means of access to the tunnel portals apparently a decision has been made that these roads will be used for permanent operation and maintenance access no explanation or rationale is provided as to why this decision has been made can these roads be obliterated andor re contoured after construction if not please explain in the document why a permanent road is needed if and the road closed to public use we also a permanent road is needed we recommend a gate be installed have the following concerns with these roads that should be considered in their design and management degradation of visual qualities in retent retention los ioe and partial retention zones steep side slopes steep grades soil stability large exposed cut and fill slopes potential of full bench road prisms riparian impacts drainage crossings cross drainage challenges lack of successful revegetation potential due to soils aspects and steepness diamond fork system FSFEIS FS FEIS 444 4 44
