Relation Central Utah Project; Western Waters Digital Library; comment letter no 21 pagel page 1 of 3 utah rivers bouncil council ouncil oun cil cli S sheldon sheidon sheldontalbot talbot june 11 1998 1999 project manager central utah water conservancy district 355 W university parkway orem UT 84058 8405 840587303 873 8 7303 73 03 dear mr talbot thank you for the opportunity to comment on the proposed spanish fork nephi SFN irrigation system we are grateful to the central utah water district CUWCD board of directors for not proposing to dam the diamond fork river at monks ho hollow ilow llow allow as this would be a particularly destructive project although we appreciate the many hours of hard work your staff has spent working on this project and the fine technical analysis made in the draft environmental impact statement EIS we have found the proposed project P to be harmful to the environment lack any purpose for its construction and be a clear waste of taxpayer money V one of the greatest problems with the project is its lack ofpurpose of purpose shemain themain the main maln argument for building this project seems to be we promised to build this a long along iong time tin e ago thereare therease Ther there eare are several problems with this argument firstly no such promise regarding water delivery has ever been made like all counties countiesin counti esin in the central utah project CUP juab county has taken a risk in electing to be taxed by the cen central tralutah tra lUtah utah water conservancy district CUWCD sanpete county for example is not receiving any water from the CUP although they too have paid property taxes for more than 30 years the contract to purchase most of the water from the SFN system was signed only relatively recently As you know this contract was signed by the strawberry water users association after the central utah project completion act CUPCA was passed CUPCA also create created d many incentives to having some or all of the SFN water sent to the salt lake valley via the ahe dhe provo river therefore the CUWCD should consider sending CUP water north to thesalt tresalt the salt sait lake valley in thevinal the vinai Vinal pinal EIS ji the strawberry valley water users association has already announced their intention to exchange 73000 acre feet of water to urban uses over time once the project has been completed why therefore are these individuals petitioning petitioningto to receive additional farm water this issue greatly questions the purpose and need for building the proposed irrigation system As aswehave we have written to you in the pastwhy past why not simply build groundwater pumps and employ water rights exchanges with utah county cot i nty farmers out of salt creek to provide juab county farmers with additional water adjudication anadjudication An of the utah and juab county areas slated to receive water could shed light on the true needs of these communities for additional water it seems the CUWCD is only interested in building the most expensive delivery system possible 1471 147 1 south 1100 east sah salt sait saih lake city utah 84105 801 4864776 486 4776 prinred pnnred printed on R rw irlprl 11 1 1 pan pam parr pnrr
