Relation Central Utah Project; Western Waters Digital Library; attachment F COMMENTS AND RESPONSES ON THE DRAFT supplement TO THE FINAL environmental STATEMENT response chapter IV of the supplement documents numerous meetings and presentations with and by mining representatives tours of mines and exchanges of data with mining officials reclamation is aware of the concerns of mining interests in the park city mining district but believes there is substantial evidence to show that jordanelle Jor danelle dam and reservoir will not contribute to those problems water quality five letters of comment expressed some concern regarding water quality these concerns were mainly associated with management of the reservoir boundary a concern for possible leaching of metals from mine workings and possible stagnation in the north arm of jordanelle Jor danelle reser voir see figure 3 page 15 of draft supplement the EPA approved the water quality management plan as indicated in a communication dated november 14 1986 comment letter 5 in this attachment issue 10 the reservoir management boundary should only include enough land to conveniently manage the reservoir and protect its waters from degradation due to inconsistent or imprudent shoreline practices public hearing and letter 10 response the management boundary described in the 1979 FES was incorporated into and approved as a part of the deer creek reservoir and proposed jordanelle Jor danelle reservoir water quality management plan completed in november 1984 some adjustments to this original boundary have been made for reasons stated in chapter I 1 some refinements in the boundary were made exclusively for water quality preservation the reservoir management boundary was established under reclamation guidelines and to meet requirements of several entities including wasatch county the mountainland association of governments the state department of health and others the wasatch county planner was very helpful in pointing out areas where he believed the management boundary could be reduced without impacting water quality some of these adjustments are explained in chapter II 11 in other areas the lack of sewerage capabilities or unacceptable soil conditions for septic tanks required a larger area for inclusion in the boundary other minor changes in the boundary may result during acquisition negotiations however no change will be per milled which would adversely impact water quality protection or result in any significant adverse impact issue 11 the draft supplement fails to comply with public law 95 217 clean water act because reclamation has not implemented a water quality reservoir boundary management plan specifically 1 the deer creek reservoir and proposed jordanelle Jor danelle reservoir water quality management plan 1984 has not adopted the modified reservoir management boundary and 2 to date there is no public agency in the state of utah willing to manage the reservoir boundary see letter 22 145
