Relation Central Utah Project; Western Waters Digital Library; page 3 october 29 1986 clifford I 1 barrett major ma jor and that the DS grossly understates the impacts of these changes NEPA compliance should be withheld until proper documentation is made and provided for public review and comment mirent co it is noteworthy also that the earlier FES was almost totally lacking in geological data and discussion taken together toqe ther the DS and FES are hopelessly inadequate documents in providing meaningful information on the critical geological setting and on dam design problems leon A hansen a consult consulting inq geologist from salt lake city and a respondent to the DS has provided information in his comments that maintain the new dam is 3660 feet in length rather than the 3110 feet reported in the DS it is unclear whether these changes have been made subsequent to the DS or whether the DS is providing erroneous data regulatory compliance floodplain Flood plain management the BOR states that the DS places the mai m&i system in compliance with executive order no 11988 floodplain Flood plain management however the DS specifically fails to address the requirements of this executive order section 1 of the executive order relates to the need for the agency BOR to provide leadership and take action to reduce the risk of flood loss to minimize the impact of floods on human safety health and welfare the DS contains no estimation of the loss of life destruction or damages that would occur in the event of a dam failure or any other discussion of floodplain Flood plain management section 2 of the executive order states that the agency BOR has a responsibility to evaluate the potential effects of any actions it may take in a floodplain flood plain to insure that its plann planning ing inq programs and budget requests reflect consideration of flood hazards and floodplain flood plain manaa management ement and to prescribe procedures to implement the policies and requirements of this order the executive order further states in section 24 that each aaency aqency agency BOR shall also provide opportunity for early public review of any plans or proposals for action in floodplains flood plains in accordance with section 2b ab of executive order no 11514 as amended there is no mention in the DS of any action by the bureau which would comply with this order we believe this accurately reflects the absence of any efforts of the bureau to i comply with the order 275 c14 C 01 3 CO U 03 M 0 3 CO U CO 1 1 co 00 J W CM CO m H ca 00 c0 W U 00 1 3 CO CO fa M f4
