Relation Central Utah Project; Western Waters Digital Library; NATIONAL PARK SERVICE REPORT upper rock creek with its spectacular steep sided canyon forms one of the main drainage patterns of this heavily wooded section of utah the reservoir site falls within the canadian plant zone with white balsam blue spruce and aspen making up the principal forest trees the pleasant combination of beautiful forest cover swift cold mountain stream and narrowing quartzite canyon walls furnishes delightful settings for recreational development sites below the dam however as mentioned under purpose and operation of upper stillwater reservoir the effect of the dam on the stream flow below the dam has not been fully determined by the national park service steep canyon walls su surrounding the reservoir the absence of benches or ledges and the extreme horizontal fluctuation at the upper end of the pool would make possible very little if any recreational development around the reservoir shores present recreational evaluation of reservoir site rock creek with its very rough truck trail built as far as upper stillwater a widening of rock creek is presently one of the three main entrances to the grandaddy granddaddy Gran daddy lake section of high uintas cintas wilderness recreation area forest service representatives estimated for july 4 1948 that 1200 people entered the grandaddy granddaddy Gran daddy lake area through rock creek hades and mirror minnor lake approaches during the summer of 1947 from july 1 to september 15 there were according to forest service records 4400 people who penetrated the wilderness area through the rock creek hades and mirror lake approaches the forest service estimates further that these 4400 people spent an average of three days in the area or a total of 13200 man days on pioneer day weekend july 24 and 25 1948 significant state and church holiday forest service use count estimates indicate 4000 people made use of their areas on rock creek and the hades area on the north fork of the duchesne river rock creek according to forest service figures also served as one of the three gateways in 1947 for an estimated 6000 visitors who camped and picnicked and 5500 people who passed through the area as sightseers sight seers existing evidence of the recreational potential inherent in rock creek and the upper stillwater reservoir area is evidenced by the establishment lish ment of four camp sites by the forest service along rock creek A packers camp built on the dam site at the end of rock creek truck trail has also been in operation several years plans for larger and more modern pack trip facilities including a lodge are now being considered by the pack camp concessioner this indicates an increasing demand for a service of this type 20
