Relation Central Utah Project; Western Waters Digital Library; LAW OFFICES OF FABIAN 5 CLENDENIN A arof PROF SIONAL corporation mr clifford I 1 barrett october 28 1986 page fifteen where dewatered watered dewaterer de mine levels are situated at or below the proposed surface elevation of the impounded reservoir water the elevated water table will constantly be recharging charging re the groundwater aquifers supplying water to the mine although BOR has not located and ad drilled its test wells along other fissure systems there are other major fissure systems in addition to the hawkeye mchenry system which pass from east to west through the reservoir basin and the mines and united park has recommended that BOR test these other fissure systems these fissure systems are also composed of rock formations known to host mineral deposits conditions along the other fissure systems such as the pearl mayflower fissure system are known to be similar to those that exist along the hawkeye mchenry fissure system and the impounded reservoir water will also seep into the bedrock aquifers along these fissures the constant inundation of mineralized areas with water from the reservoir would make mining known mineral reserves financially and physically impossible under even the most favorable economic conditions pursuant to section 102 of NEPA and its implementing regulations BOR must seriously address the issue of mine flooding and must support its one sentence dismissal of little if any effect with substantial evidence which at this time BOR does not have likewise BOR must address the conclusions of the USGS open file report 85 638 concerning mine flooding the USGS was expressly charged to review the mine flooding issue and the conclusions of the USGS report state that mine flooding from reservoir impounded water is probable BORs DS FES has entirely ignored the conclusions of the USGS report B BORs proposed removal of alluvium from the reservoir na basen basin li s n W will lii 111 lil expedite the leakage and incompetency of the reservoir and the inundation of the underground mines BOR proposes to excavate the alluvium from the reservoir basin as shown on the barrow areas identified on the enclosed exhibit B map in order to provide fill material for the dam this proposed removal of the reservoir basin alluvium would be in contradiction to the conclusions reached by uintex sintex a consulting firm contracted by BOR to study the hydrology of the reservoir basin the uintex sintex draft report of june 23 1982 identifies the alluvial material deposited in the reservoir basin as crucial in the prevention or deterrence of reservoir leakage 256 co U ri fa f1
