Relation Central Utah Project; Western Waters Digital Library; 6 comment utah does not think that 5800000 is a valid estimate of the average annual quantity of water available from the colorado river system to the upper basin under the colorado river compact further utah does not support the concept that the upper basin has an obligation under normal conditions to provide one half of the mexican treaty commitment response we are aware of the differences in estimates of the amount of colorado river water available to the state of utah as are discussed on pages 673 and 674 of the 1973 bonneville unit final environmental statement and in the state of utah water report to the people utah state division of water resources september 1972 7 comment this section alludes to increased costs of municipal and industrial water use in the lower basin due to salinity increases the support ing research summarized by anderson jay C et al 1978 salinity management options for the colorado river utah water research laboratory logan utah does not seem to be particularly compelling response A number of studies to assess the economic impacts on lower colorado river basin users have been made but not all are acceptable to the bureau of reclamation each is based on different assumptions or approaches there are substantial differences of opinion on this subject 8 comment the salinity value of 879 mgliter moliter mg liter at imperial dam was not proposed by the colorado river basin salinity control forum but was mandated by EPA response the statement is technically correct however the bureau of reclamation recognizes that the state of utah has a differing opinion 9 comment the report states the coordination of groundwater and surface supplies to avoid waste is currently practiced in both salt lake and utah counties there is undoubtedly some coordination but optimum conjunctive use basin wide is still a long way from attainment 112
