Relation Central Utah Project; Western Waters Digital Library; SUMMARY draft W x final environmental statement department of interior bureau of reclamation upper colorado region 1 type of action W x administrative legislative 2 description of the proposal the municipal and industrial system of the bonneville unit would be located in salt lake utah summit and wasatch counties in north central utah the project plan would include construction of jordanelle danelle Jor reservoir and power plant on the provo river completion of two aqueducts now under construction and modification of 15 upper provo river reservoirs the existing strawberry reservoir would provide the interim source of most of the water supply and this supply would be exchanged through utah lake co to jordanelle Jor danelle reservoir under the proposed plan the primary project purpose would be to provide 90000 acre feet of water annually for municipal and industrial use in salt lake county and northern utah county the project would also provide 14100 acre feet of water for supplemental irrigation use on 22740 acres of presently irrigated land in the heber francis area of summit and wasatch counties generate hydroelectric power provide flood control improve recreation opportunities and some esthetic values and include measures to mitigate fishery and wildlife losses A 15 year construction period is anticipated 3 summary of environmental impacts and unadvoidable adverse effects the project would provide water to accommodate part of the population and industrial growth expected in the unit area delivery of supplemental irrigation water to agricultural lands in the heber and francis areas would eliminate present late season water shortages and reduce excessive early season applications to these lands and stimulate the local economy of those areas as a result of the accompanying increased crop production construction activities associated with jordanelle Jor danelle dam and the water delivery system would have short term disruptive effects on local communities approximately 38 families three businesses three farms and a small cemetery would be relocated from the jordanelle Jor danelle reservoir site even though the unit would provide some hydroelectric power the closure of the existing olmsted powerplant Power plant would result in a net loss of energy production about 14 jobs would also be lost at the plant jordanelle Jor danelle reservoir would provide new flatwater fl atwater fishing and recreational opportunities tuni ties and is expected to stimulate recreational housing development in the local area stabilization of 12 of the 15 upper provo river reservoirs would enhance the fishery and esthetics in the wasatch national forest stream habitat losses would be caused by the elimination of 5 miles of the provo river by jordanelle Jor danelle reservoir and the significant modification by project operation of summer and winter flows in major sections of the river the provision of multilevel outlet works minimum flows on the river and improved recreation access along 10 miles of the provo river would mitigate for these losses there would be a significant loss of wildlife habitat about 3500 acres associated with jordanelle Jor danelle reservoir features including approximately 630 acres of scarce but high value streamside riparian habitat the acquisition and management of 1900 acres of lands for wildlife habitat in conjunction with the other 4100 acres of land that would be available to wildlife within the fenced management boundary would compensate for losses to deer and sage grouse and would partially offset impacts on other wild life species 4 alternatives considered 1 nondevelopment 2 four alternatives for exchanging water from strawberry reservoir to jordanelle Jor danelle reservoir 3 two alternatives to the jordanelle danelle Jor reservoir site 4 wallsburg Walls burg tunnel as an alternative to jordanelle Jor danelle reservoir 5 three alternatives for aqueduct alignments 6 seven alternatives for highway relocation alignments 7 alternative recreational developments between jordanelle Jor danelle and deer creek reservoirs 5 list of entities from whom comments have been requested or received see list on next page 6 date made available to EPA and the public draft statement april 5 1979 final statement
