Relation Central Utah Project; Western Waters Digital Library; 1970 the act provides for economic compensation based on fair market value and for the acquisition of replacement property if it is desired and available the residents feeling the greatest sense of personal loss might be the owners of nine single family dwellings and two ranches particularly those who are longtime long time area residents while preliminary indications are that replacement housing and some replacement farms and businesses would be available for purchase in the area the increasing subdivision of land and spiraling land prices might make relocation within the immediate vicinity difficult or impractical in some cases A further determination of the availability of replacement housing and land is underway and will be presented in the final environmental statement the project should make wasatch county more attractive for both recreation and agricultural uses underscoring under scoring the existing land use competition an increase in recreation summer housing sites and commuting have been found to be associated with a decline in rural values bureau of reclamation 1977f hence the situation could become relatively complicated because some of the land to receive project water might also be made more valuable as recreation or home sites thus there might be increased competition among land uses as a result of the construction of jordanelle Jor danelle reservoir the result could be twofold the land may further increase in value and the persons repre depre senting benting the two uses might come into increasing conflict A substantial increase in land values could force some farmers and ranchers particularly the young out of agriculture however because of the extent to which farmers in the site area have been anticipating construction of jordanelle Jor danelle reservoir the impact of the project on area agriculture may not be as great as would have been the case had building commenced a short time after the project was announced A longer term more permanent influence might C stem from the presence of recreation homesite owners themselves who might be involved in the decision making process on such matters as building codes zoning and business licenses even this impact however would be minor when it is considered in the light of existing and proposed recreational development in the county such as the continued building of summer homes As a result of project land acquisition and associated develop ments wasatch county would realize both economic losses and gains property would be removed from the tax rolls revenues would be lost from two cafe motel operations and a trout farm and increased levels of public services would be required with recreation related development raising costs for county government offsetting these losses however would be increased direct and indirect employment opportunities from the project higher levels of recreation related spending and the possibility of substantial additions to the tax rolls from new resorthousing resort housing developments related to enhanced year round recreation opportunities created by the reservoir C 8
