Relation Central Utah Project; Western Waters Digital Library; the bureau of reclamation in letter form which were also read at the hearings and summaries of concerns expressed orally at the hearings all with the bureaus responses d disposition of comments received on draft statement in response to the environmental review process several changes have been made in the project plan primary changes relate to water quality issues the upper provo river reservoirs modification proposals and possible water conservation practices in section H li linondevelopment nondevelopment discussions of these proposals in sections A and C of this statement have been expanded to reflect these changes all review comments received by the bureau of reclamation both written and oral have been considered in the preparation of this final environmental statement the statement has been expanded and modified where appropriate t to 0 accommodate the input received in these comments 4 unresolved issues a general the environmental protection agency EPA differed with the bureau of reclamations assessments of project need environmental impacts economics national water policy and the adequacy of the environmental statement the bureau has attempted to resolve these issues at the field level by meeting wi with th the appropriate representatives of the agency in denver colo and by inviting them to per personally sonally bonally review the data in the bureaus central utah projects office in provo utah many of the issues are not within the scope of an environmental impact statement nor within scope of the mai m&i system the unresolved issues of salinity impacts on the colorado river and of uinta bassin stream fisheries are outside the scope of this FES A differing opinion concerning water quality at jordanelle Jor danelle reservoir still exists between EPA and the bureau b water quality an environmental concern of the environmental protection agency is that the project would have an adverse salinity impact on the colorado river the mai m&i system would be constructed in the bonneville basin which is completely separate from the colorado river basin and therefore could not have an adverse salinity impact on the colorado river in addition recent studies of salinity projections indicate that salinity levels are not increasing nearly as rapidly as were initially projected department of the interior 1979 the total bonneville unit impact on salinity results from stream depletions and actually reduces the salt load in the colorado river system by 27000 tons annually because of the transbasin trans basin diversion of that many tons of salt per year the bonneville unit has less impact on salinity per acre foot of water developed than almost any other proposed development on the system 1 5
