Relation Central Utah Project; Western Waters Digital Library; and restrictions are required to remove pathogens from the municipal raw water supply they should be carried out by the appropriate public health agencies 4 comment A lake watershed management plan must be developed to solve problems identified in comments 1 2 and 3 in addition to other problems such as but not limited to erosion and sedimentation and recreation and housing development this plan must be multi county in concept and should include but not be limited to factors outlined below a institutional we recommend a single entity multi county tq aq research propose and implement the management plans b financial we recommend a single entity multi county to finance the implementation of the plan salt lake and utah counties are going to benefit the most they should financially contribute the most c political we recommend that zoning building permits etc be tied to and vested in the management entity so that development is undertaken in a manner consistent with the management plan d waste disposal the plan must consider waste water sewage and solid waste disposal methods for strawberry currant creek deer creek and the proposed jordanelle Jor danelle reservoir recreation areas response the bureau of reclamation recognizes the need for a lake management plan as stated in section C 6b2 of this report and has recommended to the governor that a joint federal state and local effort be made to resolve the water quality issues the governor has agreed to this concept and the states director of environmental health services has been assigned to lead a state effort toward a lake management plan or other solution with assistance available from other state agencies the chairman of the governors advisory council on community affairs will ensure that an opportunity to participate is provided to local governmental agencies including counties 208 agencies districts and municipalities in formulating a lake management plan the states team should consider the factors listed in the comment above 5 comment we concur with the recommendation for removal of the material from the mill waste pond in the vicinity of the north arm of the proposed jordan elle reservoir this material should be disposed of in a final manner so that future problems eg leaching or surface runoff to the reservoir are not encountered 138
