Relation Central Utah Project; Western Waters Digital Library; appropriate agreements which might include temporary hotel or motel accommodations would be made between the resident and the contractor furthermore the contractor would be required to guarantee compensation for or reconstitution of all public or private improvements such as roads highways tower power tover and telephone lines railroad right of way fences driveways sidewalks or lawns that might be removed or damaged during construction the contractors construction activity would be limited to the daylight hours in residential areas and he would be required to manage his construction operation so that noise levels in residential areas did not exceed 80 decibels about the noise level one associates with a jack hammer he would also be required to control dus dust dusl t and other forms of air pollution that might result from his con ruction struction striction st operations c upper provo river reservoir modification twelve of 15 upper provo river reservoirs would be stabilized at surface levels recommended by the forest service to enhance their recreation and fishery value by transferring their irrigation storage to jordanelle Jor danelle reservoir presently most of these reservoirs undergo extreme drawdown in the late summer to satisfy downstream irrigator demand the proposal would allow the remaining three reservoirs big elk trial and wall lakes to fluctuate in order to provide 1700 acre feet of irrigation water co to project land located at an elevation too high to permit service from jordanelle Jor danelle reservoir most of the fluctuation would occur at big elk lake which would have an average annual drawdown of about 18 feet wall lake would fluctuate only about 4 feet and trial lake only about 2 feet on the average the stabilization program would also provide about 300 acre feet of water to maintain a fishery flow in a 10 mile reach of the provo river immediately upstream of jordanelle Jor danelle reservoir this 10 mile reach presently experiences de watering in dry years because of upstream diversion and this dewatering watering de pattern would increase with project operation without the 300 acre feet of storage reserved in the two reservoirs for release in critical dry years reservoir levels before and estimated levels after the project are shown in table A 2 rehabilitation at the 15 reservoirs would be in accordance with forest service recommendations the major construction activity asso coated ciated with reservoir modification would be the reconstruction of the dams as shown in table A 2 some of the reservoirs have two dams primarily the dams would be lowered and their side slope flattened to give a more natural appearance in most cases the existing outlet works which are often of concrete would be replaced by more natural looking spillway outlets on the dams face which would be rock riprap lined any excess materials excavated during modification would be used as fill in existing borrow areas or would be placed in other suitable locations approved by the forest service needed riprap would come from mutually agreed upon sites as near the reservoir as possible stumps that would become exposed above the new lake levels would be uprooted and disposed of and the A 15
