Relation Central Utah Project; Western Waters Digital Library; 7 EIS inade anade inadequacies the water quality analysis is inadequate it does not include an adequate data base to justify the conclusions that are made regarding the heavy metals and eutrophication problems the analysis was done using out of date state water quality standards and it did not account for utahs antidegradation degradation anti policy the analysis of various minimum streamflows stream flows and their impacts which was recently completed but not made available to the public should have been included in the impact statement the discussion of salinity impacts should reflect current conditions and information we are disturbed by the segmentation of analyses that is being done on the bonneville unit the strawberry collection system the diamond fork power system and the irrigation and drainage system are all interrelated in function and would have interdependent environmental effects it is misleading to analyze each system as if it stood alone actions taken on any given system would affect the other systems in terms of design and environmental impacts the impact statement did not contain a costbenefit cost benefit analysis this was called for in the original EIS guidelines issued by the council on environmental quality and is required by their new regulations not only is there no BC analysis in the impact statement but a copy of the analysis is not even readily available furthermore the analysis as we understand it is based on outdated information and policies we think it is essential that the BC analysis be completely redone in light tight of present conditions and be made readily available to the public the alternatives analysis did not account for our national emphasis on water conservation the impact statement did recognize that existing water sources could carry the salt lake city metropolitan area through the turn of the century but it did not factor in conservation the bonneville unit mai m&i system was characterized as a means of deferring water conservation measures until sometime after the year 2000 A realistic analysis that accounts for the full potential of water conservation and a dual water system should be included in the impact statement 24
