Relation Central Utah Project; Western Waters Digital Library; comment letter no 25 occurrences this mussel larvae requires a trout or salmon host for survival not whitefish managing streams for trout has not been good to this mussel and its disappearance from the best trout streams in the great basin portions of california nevada utah idaho and wyoming does not speak well for biodiversity diversity bio A parallel loss occurs with the limpet Fe fenissia femssia nissia tivulaiis rivufaris which was was noted in the provo river in early surveys winger peters donahoo bames white 1972 A checklist of the macroinvertebrates macro invertebrates of the provo river utah great basin nat 32211219 32 32211 211219 211 219 1 I have found one limpet above the bridge just above the present jordanelle Jor danelle reservoir and one limpet in reach 6 of the present project area in the humboldt river nevada and its tributaries tributa ries by comparison I 1 can find a limpet on every other rock for the most part the major difference between the humboldt river and other great basin streams is that the humboldt river does not support a game fishing recreation in the bear river and weber river the limpet has severely declined bear river or may be exterminated weber river in the last 35 years another gastropod minicola fluminicola Flu the species and group is undergoing a taxonomic study is found in reach 3 of the project and this location is the only location in the entire provo river fluminicola minicola Flu fiu has declined in eastern great basin streams and largely persists in outflows of springs where water quality and quantity occur this gastropod was very common in utah lake when the annual spring flood waters largely purged utah lake of its waters utah lake should really be considered as a slow moving river prior to 1849 1 I ask the question of the provo river restoration project how will this project effect the populations of unique at least for now but not historically aquatic fauna will mill this project contribute to their destruction will this project bring back the diversity of amphibians and mollusks to 25.5 255 255 heber valley and provo river flood plains or will the singled management goal of trout production and riparian habitat improvements drive additional species out of the drainage and out of utah of high concern is the status of the spotted frog although it is found in summit and utah county I 1 still view juab county population as potentially a distinct group and the san pitch population is related to the yellowstone group the home of the spotted frog is in heber valley and here is where the frog will have to survive an appendix is enclosed on an alternative mitigation and monitoring program the project proposes more habitat available ivailable for spotted frogs ponds and channels as the uthe proposal action would have longterm long term benefits on spotted frogs by creating and enhancing habitat throughout the provo river corridor P 356 3 56 this includes the 5 feet wide on side channels as wetlands 34631 3463.1 34631 elsewhere no trails will vill be developed in riparian zone but foot paths used by anglers along the river between access points would become established over time as angler use would increase by 662 percent P 350 3 50 and walking jogging and wildlife observation will increase P 393 3 93 thus the habitat improvements for spotted frogs consists of brown trout in the troubled waters a frog 25.6 256 256 predator and people flushing the frog into the water should the frog choose to come on cont land gj ra this r3 is 3 aq pq not mitigation or improvement or recovery of spotted frogs in heber valley but pure destruction then add the introduction of bass purposely or via deer creek and jordanelle Jor danelle where this spotted frog predator is being encouraged the T situation is not good for frogs I 1 would suggest that the entire provo river restoration page 3 of 5 4218 4 218
