Relation Central Utah Project; Western Waters Digital Library; all seven states and the federal governments environmental protection agency cooperated effectively at the seventh EPA conference in the matter of pollution of the interstate waters of the colorado river and its tributaries Tributa ries early this year and adopted a policy resolution recommending to the administrator of the environmental protection agency that salinity increases in the river be minimized through a salinity control program known as the colorado river water quality improvement program the objective of this salinity policy is to maintain salinity concentrations at or below levels presently found in the lower main stem of the colorado river in implementing the objective the salinity is treated as a basin wide problem that needs to be solved while the upper basin continues to develop its compact compa ct apportioned waters the environmental protection agency has adopted the recommended salinity policy the control program is now being implemented by the bureau of reclamation through a specially created and staffed division conscientious responsible officials of all seven colorado river basin states are cooperating fully with the environmental protection agency and the department of the interior in expediting salinity control it is only reasonable to expect that in the best interests of all seven states future salinity increases will be counterbalanced counter balanced by the water quality improve ment program and other processes currently being investigated and developed to augment water quantity and enhance water quality in the basin population dispersion in the environmental statement under secondary impacts it is stated that unless adequate and coordinated land use planning and zoning are accomplished undesirable urban sprawl and associated environmental problems could occur along the wasatch front the statement is literally true because the availability of significant quantities of water for municipal and industrial purposes power generation etc will supply the needs of additional population and aid economic growth the population increase is inevitable and cannot be brought to a halt economic growth is necessary in our society in order to pro vide the finances for measures to protect and enhance our environment 576
