Relation Central Utah Project; Western Waters Digital Library; f settling ponds or other treatment equipment would be installed on or adjacent to the streams immediately below construction sites to reduce downstream turbidity from construction generated wastewater to acceptable levels or within the limits imposed by applicable pollution regulations the environmental protection agency indicates that contractors may be required to apply for discharge permits for their construction operations in compliance with federal water pollution control act amendments of 1972 permit applications must be filed with EPA 180 180 days prior to beginning of discharge the contractor would also be required to consult with the water quality section of the utah state division of health for an evaluation of any discharge for compliance with state water quality standards which are being formulated g contact points with streams would be kept to a minimum required crossings and disturbances would be carried out carefully to minimize turbidity and permanent channel degradation bare areas would be riprapped rip rapped and vegetated revegetated re 2 mitigation of water quality impacts associated with unit operation a municipalities and industries which would purchase unit water would be required to meet applicable federal and state waste treatment guidelines which are intended to maintain water of acceptable quality in the nations waterways b the bureau of reclamation is presently investigating potential methods of improving water quality in the colorado river to offset the rising salinity concentration in the river measures which can be justified would be implemented to reduce salinity and partially mitigate salinity increases due to operation of the bonneville unit at the seventh EPA enforcement conference in the matter of pollution of the interstate waters of the colorado river and its tributaries Tributa ries held in las vegas february 1517 15 17 1972 and denver april 2627 26 27 1972 the state and federal conferees adopted a resolution recommending to the environ mental protection agency administrator that salinity increases in the river be minimized through a salinity control program generally as described in the bureau of reclamations report colorado river water quality improvement program dated february 1972 16 iou lou loo the objective of this program is to maintain salinity concen trations orations trat ions at or below levels presently found in the lower main stem of the colorado river the program would be coordinated with related programs of the bureau of 453
