Relation Central Utah Project; Western Waters Digital Library; and make a report to the congress and to the states of the colorado basin on the quality of water of the colorado river since 1963 a semiannual report has been submitted to congress giving results 0 of this continuing study in february 1972 the bureau of reclamation instituted the colorado river water quality improvement Pi program ogram which has as its primary purpose resolution of the salinity problem in the colorado river at the seventh EPA enforcement conference in the matter of pollution of the interstate waters of the colorado river and its tributaries Tributa ries held in las vegas february 15 17 1972 and denver april 26 2627 27 1972 state and federal conferees adopted a resolution recommending to the environmental protection agency administrator that salinity increases in the river be minimized through a salinity control program the objective of the water quality improvement program is to maintain salinity concentrations at or below levels presently found in the lower main stem of the colorado river in implementing this objective the salinity problem will be treated as a basin wide problem recognizing that until control measures are made effective salinity levels may rise while the upper basin continues to develop its compact apportioned waters the environmental protection agency supports this program it is anticipated that any salinity increases derived from development of the jensen unit as well as other upper basin projects could be offset by various quality improvement activities developed from the program on june 24 1974 former president nixon signed legislation aimed at improving the quality of water which flows down the colorado river to mexico the legislation was in accordance with the improvement programs recommendations the major feature to be constructed below imperial dam is a 129000000 gallonday gal londay desalting salting de plant to treat drain water from the fellton wellton mohawk project in arizona upstream features include 1 grand valley unit in colorado which will improve irriza irriga tion efficiencies and reduce seepage of saline drain water into the colorado river 2 the paradox valley unit in colorado to reduce saline ground water inflow to the dolores river 3 the crystal geyser unit in utah to collect and dispose of brines from this spring and 4 the las vegas wash unit in nevada to collect and dispose of saline ground water it is felt the colorado river water quality improvement program is consistent with united states commitment to mexico the question with respect to the potentiality of the implementation of the water quality improvement program will partially depend on the mutual concern and interest at all levels in seeing that the program is funded and implemented 174 1 74
