Relation Central Utah Project; Western Waters Digital Library; is a serious problem also tl the ie recently concluded agreements beti between betifeen veen feen the united states and mexico concerning the unacceptable water quality of colorado niver river iziver watey water vater de delivered live tive hed red to Il mexico exico serve to dramatize the problem and provide additional reasons for not increasing the salinity of the colorado river since the bureau of reclamation has announced plans to embark on a 5500 goo 500 million program to beauce reauce salinity in the colorado river it is ludicrous for them to spend simultaneously 500 million to increase the salinity by constructing a transmountain trans mountain diversion to the bonne ville basin also the economic analysis fails to assign any cost to the estin estimated rated salinity increase of 14 1 mgt mg1 mgl I 1 understand that the EPA lias has ilas assigned approximately 500000 s500000 per year as the cost post gost of that increase that figure must be incorporated into the benefitcost benefit itcost cost analysis of the bonneville unit the treatment of secondary impacts is supek super superficial P acial scial iclal although additional population and industrial growth ove ore ere eve recognized here having been denied earlier call cail cali ier jer the extent of environmental degre dation water quality deterioration and decreases in quality of life are not fully explored also the attitude seems to be that some sort of coordinated planning water vatter quality standards and improved irrigation and processing techniques will rill be developed and enforced obviously in the absence of any guarantees we can expect only the worse to happeny happeno happen this is an extremely irresponsible respo nsible neible approach D mitigating measure measures and air and vater later water quva Quia quality lity aspects the treatment of construction induced probl grobl ns ms is misleading the scars from access roads and bor borrow borrox borrok rov rox areas area adeas ad awid the extensive spoils from tunnels pose a very difficult problem for example the construction st ruction of the access road from the ncrth xrrth north fork of the duchesne river to the jower lower portal of the Sill still sillwarr warr waer r tunnel is an abomina abomine tion the extensive ugly cuts on hiie the hile ntow mcm mom insides ainsides indicate 1 the bureaus blatant disregard foy for soy to the envirciiinnt onvirijmn nt and scenic values and they are essentially permanent on 1 p 188 they state that the soldier creek access road 114 is s an examp exrimple example ex dimple rimple dimpie le of environmental design and careful construction if they can do no better than creating the ugly scars produced in constructing that road then they should stop now to call that environmental design is to mane make malze malre maire a mockery of the whole environmental movement in this country the statement is made that existing facil tacil facilities facilitie itie itle s on property affected by construction will be relocated is inaccurate for example rock creek ranch below upper stillwater is located in a planned borrow area and there is no place to relocate it in the area also I 1 the restoration of borrow areas has been notably unsuccessful the borrow areas near the starvation dam support nothing but a good crop of poisonous weeds the impression is given that planned minimum stream releases will meet the objectives of maintaining fisheries although the 7 year study of the streams in the central utah project by the US forest service is mentioned the bureau has completely ignored th their eir jr recommendations if constructed and operated as currently planned the fisheries will suffer extreme losses as described earlier the bureau has continued the charade by pretending that the latest min icum imum flow recommendations from the utah department of fish and game represent desirable measures those figuresexist figure sexist only because the governor of utah forced them to reduce their requests in order to meet demands from the bureau and the water conservancy district 219
