Relation Central Utah Project; Western Waters Digital Library; 1 mitigation of construction im impacts acts the bureau of reclamation construction specifications would express the intent of its reclamation instructions for preserving environmental quality construction contracts would include provisions requiring contractors to comply with all applicable federal and state water pollution laws including acquisition of a wastewater discharge permit under the national pollutant discharge elimination system established under public law 92500 92 500 where accidental oil noills soills soll soil as 1s could be expected contractors would be required to prepare a spill prevention control and counter measure plan SPCC plan as required by the federal water pollution control act as amended 86 stat 868 33 USC 1251 et seq contractors would be required to submit and obtain approval of plans to handle such things as diversion and care of brush creek during construction crossing of stream and river channels and disposal of wastes and other potential contaminants approval of plans would be contingent upon the contractors ability to meet state and federal water pollution standards 2 mitigation of impacts associated with unit operation water sales contracts with municipal and industrial water users would contain provisions whereby they would agree to comply with all alt ait ail atl ati applicable state and federal water quality standards compliance would probably require periodic improvement of the municipal sewer system in order to accommodate increasing waste loads As stated in chapter C improvement of vernal city sewage system is contemplated As a result of ongoing salinity studies and an agreement negotiated with mexico in 1973 the colorado river basin salinity control act PL 93320 93 320 was signed into law on june 24 1974 the act provides for a large desalting salting de plant to be located near yuma arizona rehabilitation of the coachella Coa chella canal in southern california building a 34 million system of wells along the mexican border and construction of four salinity control works two in colorado one in utah and one in nevada the act represents progress toward fulfillment of the resolution adopted by state and federal conferees at the seventh EPA enforcement conference held in las vegas february 1517 15 17 1972 and denver april 2627 1972 which recommended to the environmental protection agency that salinity increases in the river be minimized through a salinity control program generally as described in the bureau of reclam reclama reclamations ma m3 ns colorado river diver kiver water quality status report dated january 1974 3 D 4
