Relation Central Utah Project; Western Waters Digital Library; ent tst uht op united states department of the interior 0 NATIONAL PARK SERVICE washington DG DC 20240 IN REPLY REFER TO l7619 MQ M MAY AY 3 0 1 19 97 memorandum to commissioner bureau of reclamation i 1 IA u through assistant secretary for fish and wildlife and par parks ksvl kovl i y j from A V vassociate associate accnpi alp aap fl p director park system rvfffpm maffle manfle management ptnpnl 11 subject draft environmental statement jensen unit central utah project utah des DES DBS 75 22 we have reviewed the subject statement and find that the project will affect dinosaur national monument however no significant adverse affect is expected the two major proposals the tyzack reservoir and the burns pumping plant do not lie sufficiently near the monument to directly influence the water needs of the monument or the esthetic values or the wildlife habitat the recreational benefits and changes brought about by the tyzack reservoir 10 air miles from dinosaur national monument may have some effect on the monument visitation the elimination of stream fishing an estimate of 100 man days per year may transfer this use to the jones hole creek in northwestern dinosaur national monument however the fishing pressure on jones creek is not so high that such an increase would have significant effect on the habitat and fish populations the recreation potential will benefit overnight dinosaur national monument visitors in that an additional recreational site will be added that would be an easy days outing from split mountain campground or the quarry region below tyzack dam 3 miles of big brush creek would have essentially no flow during the winter the statement should make clear what effect this will have upon ground water with reference to other facets of the proposed developments it is our understanding from pages C 41 and D 14 that the survey conducted in 1973 covered only the reservoir area access roads and the road relocation alignment we understand further that additional survey is planned for other project features during the summer of 1975 such a survey should be a 4 comprehensive field survey of all project terrain not previously surveyed and include transmission line right of ways borrow areas the sites of the burns and tyzack pumping plants and the tyzack aqueduct site the final environmental statement should provide results of this survey and 129 1 29
