Relation Central Utah Project; Western Waters Digital Library; leslie alien allen ailen atlen jones page 2 present CUP planning and designs relative to boatin boating g use of these rivers with modifications recommended as indicated before a final introductory statement let us define certain necessary river data codes to show the overall value of a kayak run we will use letters in a circle as in school grades 0 A means excellent excellentc excellente means of just passable value etc channel water flow characteristics and challenges cleanness scenic value availability wilderness value length of season uniqueness etc will all be considered in each grade given the overall difficulty of each rapids or that of a whole canyon is denoted by the number system from 1 to 10 being used instead of 1 to 100 the europeans use a J I 1 to V system which simply means one of their numbers represents two of ours ourst bourst T thus 1 and 2 progress from small waves through minor obstacles in the channel and 3 and 4 progress from simple items of vital concern in the channel to more complicated items that are also of serious concern then 5 and 6 represent increased maoni maani magnitude tude of waves and obstacles of concern in the channel and require experienced boatmen next 7 and 8 delineate tile the tlle size and magnitude of hazard and concern increasing to where expert beatr boatr boatmen en are absolutely required Final pinal finallv finally finalle lv 9 and 10 are of such hazard and concern that only the best boatmen with the best equipment for the given channel have better than a 50 chance of passage without serious damage or injury P indicates one or more portages portabes por tages required to negotiate the run we need about 30 of 1 through 3 for beginners about 50 1 of 4 through 6 for intermediate boaters and about 20 of 7 and 8 for experts the rivers included in this report hold this balance quite well population recreation and business we do not want many more people in this state but regretably regrettably regret ably in time they will wilt come from both coasts due to increasing pressure this is aside from holding the line tine on birth and encouraging missionary converts to remain in their native areas we must prepare for these people or be caught unprepared BUT lets not advertise for them by developing vater water vaten watey use baci faci facilities ll 11 for limited uses too early and too fast to be of use to us in our total life style which has to include recreational use rather let us plan properly now taking the time we need to best coordinate all ali ail things to provide for everyones variety of needs as they exist and to best reduce environmental impact the latter governing and let the designs build in no unnecessary safety hazards or traps to recreational users let us better decentralize business population and recreation into smaller safer and more manageable units let us do what we can to clear flood planes and prime farm lands of residences and hazards below dams with well planned and rigidly enforced zoning laws and let us see the overall environmental and geologic hazards of a new design like tike the CUP now while we can still design them out or reduce them to a minimum at less cost than an iminent imminent disaster later see particularly pine valley run comments weber input to jordanelle Jor danelle run comments and the provo river summary multiple uses of our states water are provided in our present law and recreational use of streams has not been given adeuqate consideration or de 260
