Relation Central Utah Project; Western Waters Digital Library; response section b2h bah of the FES has been modified in in response to this concern 4 comment table C 7 page C 29 shows preproject pre project average salinity much higher than present or modified present conditions since preproject pre project in table C 7 includes a number of yet to be completed projects it is a pro projection jection ejection into some future data and quite speculative using the preproject pre project salinity of 1046 mg1 mgl mgt or the 879 mgl mg1 mgt average historical concentration of 1972 approved by EPA see page C 81 affects the percent change figures for the colorado river at imperial dam this even has a larger impact on figures for the duchesne river near randlett response in order to compute the increased salinity effect of the upalco unit on downstream sites a base or preproject pre project condition had to be determined the 1046 mgl mg1 mgt at imperial dam for preproject pre project conditions assumes com pleted plated construction of projects presently under construction and those ahead of the upalco unit authorized and with approved environmental impact statements these include both water resource and salinity control projects preproject Pre project conditions reflect the best estimate of salinity conditions at the time each project is completed which provides a means of comparing the relative impact of each project the 879 mgl mg1 mgt standard established from the 1972 historical record is a goal which should be achieved through present and future salinity control measures and was not considered as depicting preproject pre project condi tions eions use of the 879 mgl mg1 mgt value however would only increase the impact at imperial dam over the 1046 mg1 mgl mgt condition by 0.03 003 percent if the present salinity level of 735 mgt mg1 m91 in the duchesne river were used instead of the 1080 mgl mg1 mgt projected preproject pre project value the salinity increase caused by the upalco unit in the duchesne river near randlett would be 7.2 72 72 percent instead of the 4.9 49 49 percent presented in table C 7 as revised in the FES 5 comment estimated increase of 6300 head of cattle all supported on farm no impact given but it may increase coliform counts when animal waste is washed into stream response the estimate of the increase in cattle has been changed to 4200 head or about 18.5 185 percent the uintah basin association of governments 208 program is developing best management practices to control 1 97
