Relation Central Utah Project; Western Waters Digital Library; memorandum to files subject response to letter of january 4 1980 from bureau of indian affairs uintah and ouray agency commenting on the upalco unit draft environmental statement 1 comment there is a concern with the instream in stream flows in the lakefork Lake fork river and we believe that additional investigation should be undertaken before the project is final it appears that stream habitat is being sacrificed for flat water habitat at a time when stream habitat is becoming a premium the installation of large rocks or anchored logs in the stream immediately below taskeech Tas keech dam could reduce the excessive velocities created during maximum release the reduction in velocity would provide for 1 mile of suitable trout habitat below taskeech Tas keech dam to the taskeech Tas keech service canal diversion by increasing the minimum flow to 15 cfs cs an additional 4.3 43 43 miles of trout habitat could be maintained below the service canal diversion if these two measures were implemented 5.3 53 53 miles of the lakefork Lake fork river would be retained as a productive class 111 III lii fisheries habitat response As stated in the FES section c7b cab taskeech Tas keech resevoir sevoir reservoir Re would inundate approximately 3.3 33 33 miles of trout fishery this loss would constitute an unavoidable impact because there is no practical alternative to building the reservoir in the river floodplain flood plain in anticipation of the need to maintain fish habitat under project conditions the bureau contracted with the US fish and wildlife service to conduct a fish habitat improvement study to develop specific plans to reduce the excessive velocities this study was initiated in 1977 and will be completed in mid 1980 preliminary indications are that suitable facilities can be installed in the stream As indicated in sections a4a aaa and a4b7 installation of such structures is part of the project plan the impacts of the proposed 5 cfs cs minimum release are presented in section c7b cab of the FES the overall effect upon the sport fishery would be a moderate enhancement over historical conditions because there would not be periodic total drying up of the stream this benefit would occur even though there would be an average reduction in habitat of about 25 percent the fish and wildlife service did not recommend an increase in the minimum release in their coordination act analysis under project operation there would be additional inflows to the stream below the dam of 7 to 8 cfs cs from springs and beaver dams this water would raise the minimum flow within this section of the river to 12 to 13 I 1 1 10
