Relation Central Utah Project; Western Waters Digital Library; mr chairman and committee members the citizens of the state of utah deeply appreciate the congress and this committee of congress in particular for its continued support of the central utah water project on behalf of the state of utah as its governor I 1 appeal to you for the appropriation of 1980 construction funds to keep this project moving at a reasonable rate As you know the central utah project was authorized by the congress 23 years ago as a par participating icipating ici pating project of the upper colorado river storage project it was then and still is in the public interest for the government to advance the money for this work as an investment in the future of our nation the central utah project is comprised of a combination of water conserving reservoir dams aqueducts and related control works designed to capture rampaging flood waters and runoff from melting snow and deliver it to parched farm lands to cities and towns and to industries of our state at times and places where it is needed utah is physically and hydrologically a state of contrasting conditions for example the high wasatch and uinta mountains intercept snow and rain in quantities equivalent to 30 inches of water annually while our vast desert lands receive less than 5 inches of moisture each year this results in a statewide average precipitation of 13 inches approximately the same as arizona and second only to our neighbor state of nevada as the most nost arid states in the union 1 104
