Relation Central Utah Project; Western Waters Digital Library; page 2 it is not clear dear bear in the DEIS as to whether the section 404r would also aiso riso cover the proposed transmission lines tines iines outside of the diamond fol foi fork fonk pork kc drainage if this is intended we do not feel that 404r is appropriate as the proposed transmission lines tines iines outside of the diamond fork drainage have not been evaluated page 25 third paragraph pages 3940 39 40 page 53 fourth paragraph page 61 first paragraph and page 231 recommendation 1 the DES obligates the BR to acquire and develop lands for wildlife management that are presently in private ownership fee title or perpetual easements of 4443 acres for wildlife is a part of the recommended plan page 49 table 6 these lands will witt also provide fisherman access on the lower tower lowen iowen 5 miles mites olies of diamond fork creek pages 50 and 61 implementation of this mitigation plan is Js dependent upon future appropriations of funds provided by section 8 of colorado river storage project act it is our understanding however that there is presently a moritorum mori torum on the use ofthese of these funds to acquire lands we believe the BR should seek an exemption to the moritorium moratorium morit orium for this project or an alternative source of funding to implement the wildlife mitigation plan this seems necessary in order to assure implementation of the wildlife mitigation plan concurrently and prop ortionatly proportionally ortion atly with project construction page 39 second par paragraph agraph agrapha other alternatives to screening outlet works to prevent the loss toss of fish may be possible the FWS wishes to work closely with your staff and other involved agencies in developing plans to avoid losses tosses of fish through power penstocks pen stocks if possible if losses tosses cannot be prevented we shall shaft shafi shali shail seek means for mitigation pages 4042 40 42 railroad and highway relocations necessitated by the thistle sl slide siide silde ide affected some of the recommended wildlife mitigation lands consequently the wildlife habitat on these areas needs to be reevaluated reevatuated pages 99101 99 101 discusses alternatives to provide transmission and distribution facilities for power that will witt be generated by the project the general types of environmental impacts that can be expected are addressed and it is stated page 209 that implementation of western area power administrations standard mitigation procedures listed in attachment 3 would in most cases avoid impacts to wildlife witdtife habitat however page 204 states that it is not possible at this time to identify specific corridors or impacts relating to the needed transmission system modifications since the transmission system is a part of the diamond fork power project we feel feet that impacts should be investigated by our service in cooperation with other involved state and federal agencies under authority of the Fishar fisharfd fish eish elsh and fd wildlife coordination act until unfit such time that the impacts are quantified and acceptable mitigation plans are assured exemption for corps of engineers permits in accordance with section 404r for the transmission system is not appropriate 352
