Relation Central Utah Project; Western Waters Digital Library; acquisition of ot properties outside the project area on a 11 willing 11willing seller basis could be substituted for all or a part of the proposed plan under certain conditions and with agreement of the cooperating wildlife resource agencies this aspect is further discussed in section h7c hac the moon lake electric associations yellowstone hydro electric powerplant Power plant would be acquired under the upalco unit plan the plant is located in the ashley national forest about 1 12 miles downstream from the boneta diversion damsite adamsite on the yellowstone river the moon lake electric association has a federal energy regulatory commission FERC license for the plant which expires in 1993 but operation of the upalco unit would reduce water flow into the powerplant power plant so that it could no longer operate economically under the present plan the upalco unit would begin operation about 1985 at that time if moon lake electric association were willing it could voluntarily sell or convey the powerplant power plant to the bureau of reclamation by surrendering its license in accordance with section 6 of the federal power act if not the united states could acquire the powerplant power plant under the right of eminent domain as provided under section 14 of the federal power act conditioned on the payment to the licensee of just compensation under the fifth amendment to the constitution under article 24 of the terms and conditions of the federal power commission now the federal energy regulatory commission the bureau of reclamation plans to exercise the option of leaving the power dam in place to continue its function as a sediment trap the remaining facilities would likely be dismantled and removed the disposition of the powerplant power plant features would be carried out in consultation and cooperation with the forest service the department of energy has been notified of the intent to close the powerplant power plant 12 roads and powerlines Pow erlines about 5 12 miles of new road would be built and 6 12 miles of existing road would be improved for construction and operation of taskeech Tas keech dam dike and reservoir the new road would be required to replace an existing road that would be inundated by the reservoir and would provide continued access to moon lake reservoir and to taskeech Tas keech dam this road would have a 24 foot wide asphalt surface over a 30 foot wide graveled roadbed the existing road to be improved is a gravel surfaced road on the uintah and ouray indian reservation which would be used for construction access and for operation and recreation access under project operation the road would be upgraded to current bureau of reclamation standards for construction access roads also constructed would be a 04 mile access road to the trailhead at moon lake existing roads are adequate for access to the other two high country trailheads trail heads existing roads would be used for access to material source areas and for construction access to boneta diversion dam taskeech Tas keech feeder canal and taskeech Tas keech service canal three temporary haul roads would be needed for construction on three reaches of the farnsworth canal existing roads would be used for access to other canals to be rehabilitated operation and maintenance roads would be constructed on both banks of the feeder A 21
