Relation Central Utah Project; Western Waters Digital Library; 9 because the stream streamflows sfcreamflows flows are a direct result of melting snowbanks the terms water conservation and storage reservoirs are synonymous and it is axiomatic that if we in utah are to fully utilize our water entitlements we must prudently manage and control the streams and provide holdover storage for seasonal fluctuations and insurance against drought years in our stewardship of colorado river waters the state board of water resources the sponsoring water conservancy district and the governors office have united with the US bureau of reclamation to conceive and develop this comprehensive central utah project as the major unit of our official state water plan the mainstem mainster mains main maln stem tern term temm reservoirs navajo in new mexico curricanti Curri canti in colorado flaming gorge and lake powell in utah have been complete they provide the surety the guarantee of delivering water to the lower basin states of nevada arizona and california in accordance with the 57 year old 1922 basin compact the constructed works also supply vitally needed hydroelectric power used in the southwest revenue from the power sales is paying the cost of the 1956 storage project in addition extra revenues from fron hydropower hydro power will aid in payments for the participating projects on the other hand the state of utah cannot fully utilize her 23 per cent of upper basin water without the completion of the smaller facilities on the individual tributaries tributa ries it is therefore vital for every citizen of my state that this project be completed we need to move forward with a realistic reasonable and economical program for each of the projects units to achieve this 1 105
