Relation Central Utah Project; Western Waters Digital Library; SUMMARY draft W X final environmental statement department of the interior bureau of reclamation upper colorado region 1 type of action W X administrative legislative 2 description of the proposal the upalco unit would be located in duchesne county in northeastern utah the project plan includes the construction of taskeech Tas keech reservoir on the lake fork river and 2 auxiliary canals modification of 14 high country lakes in the ashley national forest and rehabilitation of about 10.7 107 107 miles of existing canals the main project purpose would be to provide supplemental irrigation to 8500 acres of indian land on the uintah and ouray reservation and 34110 acres of non indian land essentially eliminating existing water shortages the project would also supply water for municipal and industrial use in the town of roosevelt and the surrounding rural area other important project features include a recreation program to help meet projected recreational needs in the area and fish and wildlife programs to compensate for losses that would otherwise occur to these two resources with the project flood control would be provided on the lake fork river A 6 year construction period is anticipated 3 summary of environmental impacts and unavoidable adverse effects agricultural produc prodoc tion would be increased as would farm and related incomes and employment opportuni portuni opportune op ties but overall social conditions and longterm long term growth trends would be essentially unchanged thirteen landowners would be affected one from the acquisition of property used as a permanent residence by requirements of land for project features and wild life mitigation the influx of construction workers and their families would place strain on existing services such as medical resources that are currently used to capacity about 449 acres of relatively scarce riparian vegetation would be lost through inundation recreation and flatwater fl atwater fishing opportunities would be expanded and enhanced by the creation of taskeech Tas keech reservoir and the high country lakes modification program would enhance the quality of wilderness type recreation experiences in ashley national forest though man made structures would intrude upon the natural landscape elsewhere in the project area though about 4 miles of good quality stream fishery would be inundated and average flows reduced in other sections of river the present quality of the stream fishery in the area would be essentially maintained by the provision of minimum flows for fish in about 16.2 162 162 miles of the lake fork and yellowstone rivers the placement of fish habitat structures in 1 mile of the lake fork river immediately downstream of taskeech Tas keech reservoir and the stabilization of twin pots reservoir big game hunting opportunities primarily for deer would be maintained through the provision of a big game range improvement program on about 300 acres of rangeland on the uintah and ouray indian reservation and by the acquisition of wildlife habitat on 944 acres of private land within the ashley national forest taken as a whole the wildlife program would compensate for the longterm long term alteration of about 1320 acres of wildlife habitat average annual flows in the lake fork river would be reduced by 13000 acre feet but project irrigation return flows into the duchesne river would reduce the annual project depletion in the duchesne river to 11900 acre feet this would result in a net decrease of 0.1 01 01 oi percent in the flows of the colorado river at lee ferry salinity in the colorado river at imperial dam would be increased by an average of 1.5 15 15 mg1 mgl mgt from stream depletion 4 alternatives considered 1 nonfederal non federal development of the project 2 A plan for enhanced fishery releases 3 two plans for partial development 4 an alternative recreation management proposal 5 three alternative wildlife mitigation plans 6 an alternative design for taskeech Tas keech feeder canal 5 statements are being distributed to the following see list on next page 6 date made available to EPA and the public draft statement july 25 1979 final statement
