Relation Central Utah Project; Western Waters Digital Library; response the studies referred to are beyond the scope of the upalco unit FES these studies are included under long range planning and no specific plans are yet available weather modifications vegetation management control and other means of augmentation will be studied after the colorado river wace water wate r quality improvement program CRWQIP plans are completed 4 comment we also note that the general salinity economic impact has been based on a rate of 23 000 for each mgl mg1 mgt of salinity increase at imperial dam or a total increase in cost to downstream todownstream users of 299000 per year this figure is based on an estimated increase of 1.3 13 13 mgl mg1 mgt salt concentration as measured at imperial dam was this estimation considered in developing a benefit to cost ratio we suggest that the final statement note the benefit to cost ratio for this proposed project response the salinity impact has been updated to an estimated increase of 1.5 15 15 milicer mglicer mg licer of salt concentration as measured at imperial dam the economic nomic impact is is now based on an increased rate of 343000 for each moliter mgliter mg liter of salinity incre iacre increase ase at imperial dam the total cost to downstream users is 514500 per year A study of the effects of salinity in the lower colorado river basin for the upalco unit shows no annual salt loading effect from the project salt concentrating effects resulting from stream depletion is not included in the benefit cost analysis it is understood that the rights co to divert and deplete stream flows flow s in the upper colorado river basin provided by the colorado river basin compact of 1922 are accompanied by a corresponding right to concentrate the salt load of the stream without penalty the salinity economic impacts of salt loading and concentration are part of the benefit cost analysis the benefit to cost ratio for this project as reported in the definite plan report dated september 1979 is 1.10 110 ilo iio to 1.00 100 loo 1 92
