Relation Central Utah Project; Western Waters Digital Library; CHAPTER I 1 PURPOSE AND 1 NEED FOR FOD foo ACTION ACIPTOM actton X L similar earthquake in the general area of heber valley would approach magnitude 6.3 63 63 on the richter scale 3 retained a panel of impartial experts with international reputations to evaluate geologic data and provide an assessment of the safety of the damsite adamsite and the proposed design111 design lil lik 111 tij til the panel was assembled in 1983 since that time reclamation has conducted additional studies the findings of these investigations show there are no sig nificant nific ant changes regarding the safety of the jordanelle Jor danelle damsite adamsite from what was reported in the FES this is re affirmed by the panels statement that it is our judg ment that a safe embankment dam can be built at jordanelle Jor danelle by the application of accepted principles of good prac tice provided that additional investigations do not disclose unexpectedly unfavorable new findings although none of the investigations conducted to date have dis closed any unfavorable new findings reclamation will recall the panel in the fall of 1986 to review additional data obtained in a separate action the state of utah conducted its own investi invests gation of alternative damsites351 damsitest35 the states report also reaffirmed the jordanelle Jor danelle site mining interests have expressed concerns that the reservoir impound ment would cause seepage flows into mine workings and would preclude the possible development of mineral resources that might be present under the reservoir basin in response to these concerns reclamation has drilled over 50 wells in and near the reservoir basin studied core sam ples dug 249 test pits analyzed soils and subsurface materials con ducted full scale a aquifer ulfer tests and contracted ground water computer studies1261 1261 modeling studies studies126j reclamation geologists and consultants have re viewed geologic data from mining companies including operating histories from as early as 1877 toured the mines and examined over 200 rock sam ples from the mines the US bureau of mines has also reassessed the issue of available minerals27281 minerals miner niner mineralsi alsI aisi 27281 28 these investigations reaffirmed there would be no significant effects to commercial mine workings or to mineral resources mai m&i distribution system pages A 10 to A 14 of FES As of january 1986 the jordan and alpine aqueducts were about 65 percent complete figure 2 shows the location of these aqueducts those portions currently under construction and those portions that have al ready been completed facilities have also been constructed at the mouth of provo canyon to provide the capability of exchanging water between the salt lake aqueduct constructed in 1951 as part of the provo river project and the jordan aqueduct this exchange provides the mai mal system the capability of being used in harmony with the features of the provo 8
