needed in order to honor our 1965 commitment to the ute indians andrus said the carter administration is not fully opposed to any new water project starts and some may be recommended later this year in supplemental budget hearings tentatively scheduled to begin in june the interior secretary said the administration wont deal in impoundments but is holding off recommending appropriations for new projects until proposed federal water policy guidelines are finalized rep mckay said this delay is calculated to kill off weaker projects in the country weve laid the groundwork for full 1979 funding of the CUP today and now comes the work of getting it through congress water users support central utah project the moon lake water users association board of directors reiterated their continued support for the central utah project at a recent board meeting they emphasized pha sized that now is the time for unified support of the water development project so that reservoirs within the uintah basin will be constructed in the immediate future the central utah water conservancy district CUWCD the agency responsible for the construction st and operation of the central utah project CUP as planned and designed by the bureau of reclamation has drawn criticism recently for not pushing more rapid development of projects in this area the water users association believes that more effort should have been expended at an earlier date by the CUWCD in getting con al ql gress to appropriate funds for construction of the basin units of the central utah project but also feels that the local people and organizations have fallen short in their responsibility to do the same united local support now will greatly help the upalco and uintah units the CUWCD operates on a 2 mill tax levy from each county within the district there are twelve counties within the district and only two have to date received water developed by the central utah project duchesne and uintah counties under conservancy district direction the starvation reservoir was constructed at a cost of 20 million this reservoir provides a three year supplemental supply for all irrigated lands served by its waters these waters proved invaluable during the drought of 1976 and 1977 the value of crops produced because water was available far exceeded the cost of the taxes paid to the district also recreation facilities provided by the reservoir have had a significant impact on the economy of the county the district has recently spent 50000 for the study of a county wide culinary water system and is finalizing plans for a duchesne area water treatment plant this plant will furnish a reliable source of good quality water to duchesne city and the surrounding area and will be constructed with CUWCD funds no construction repayment will be assessed the county or residents the benefits of the central utah project to the uintah basin ie irrigation recreation municipal and industrial water employment opportunities port unities and others will increase with the conception and completion of the other local units the upalco unit will develop waters on the lakefork Lake fork river for irrigation of indian and non indian lands and some municipal and industrial water at an estimated cost of 47 million the uintah unit will develop the uintah and whiterocks rivers also for irrigation of indian and non indian lands and municipal and industrial use at an estimated cost of 104 million all of the waters developed by these two units will be utilized within the uintah basin as they are not part of any trans mountain diversion taxes paid to the district by the area residents would not pay the interest on the three basin projects for even one year arranging the financing of these projects would be impossible except as a part of the central utah project these units are essential to the development of water to which the uintah basin is entitled the value of crops produced during the drought years like 1976 and 1977 because water would be available just as it was these years under the starvation reservoir will be worth many times the amount of taxes paid since the creation of the district some fifteen years ago the directors of the moon lake water users association concluded with the following statement we encourage active support of all area residents and organizations to use all their influence to see that the central utah water conservancy ser vancy district and congress place top priority on the immediate funding and start of construction of these vital projects CUWCD budget the central utah water conservancy districts board of directors approved a district budget of approximately 10 million for fiscal year 1978 the majority of the funds approved were for engineering and construction of district facilities which are essential to implement and coordinate the delivery storage and use of central utah project water these funds would come from the districts
