Relation Central Utah Project; Western Waters Digital Library; victory after 20 years president johnson signed the colorado river basin bill september 30 1968 to climax more than 20 years of legislative battle the president said the signing was possible because good and reasonable men have put aside their differences in favor of regional progress the bill while more favorable to the lower basin states is also beneficial to utah the main points of the bill include authority for the secretary of interior to conduct a c comprehensive 0 investigation for the purpose of developing a general plan to meet future water needs of the western united states N the satisfaction of the mexican treaty which requires the delivery from the colorado river of 1.5 15 million acre feet of water each year now becomes a national obligation this could possibly increase utahs entitlement to colorado river water by 172500 acre feet per year conditional authorization of the 44 million uintah unit of the central utah project this unit would regulate and make available for greater use the waters of the uinta and whiterocks rivers 0 priority of planning status for the ute indian unit of the central utah project the feasibility study a prerequisite to authorization is to be completed on this major unit at the central utah project by 1974 a reauthorization at a higher cost of the dixie project and its participation in a lower colorado river basin development fund 0 the reaffirming of the colorado river compact and provisions for the establishment of operating criteria for the colorado river the compact and the criteria for operation and release of water from the storage reservoirs is a protection to the upper basin states to assure their ability to develop projects to use their water entitlements from the colorado river M directives that the consumptive use of water in the upper basin available from the colorado river system under the colorado river compact shall not be reduced or prejudiced by any use of such water in the lower basin COVER PHOTO president johnson signs colorado river basin bill authorizing CUPS uintah unit and re authorizing the dixie project in southern utah behind the president are lr ir I l r sen carl hayden dariz D ariz interior secretary stet Stei steinart stewart steivart vatt vart catt udall rep john P saylor R penn sen paul fannin R ariz and mrs johnson i 0 ta t V A clyde ritchie president of the central utah water mater conservancy district board greets president johnson at colorado river basin bill signing ceremony this bill represents important gains but includes an unfavorable proviso which directs the secretary of interior not to undertake a reconnaissance study of any plan for the importation of water into the colorado river basin from any other drainage basin lying outside the states or portion of states of the colorado river drainage basin for a period of ten years because the river is now possibly overcom overcome mitted bitted a serious problem still remains new sources of water must be developed to permit the west to continue to grow desalinization is still too expensive to use at this time weather modification is still an unproven method of adding any substantial amount of water to our area it is now beginning to appear that the most practical method of supplementing our water supply would be to divert water from the water rich areas in canada and alaska to the needy areas in the western united states this would be costly but a project that would be self liquidating canadian officials who originally opposed the idea are now showing increasing support of the plan to use canadian water in the united states they realize the economic advantages of marketing their surplus water before other water is developed and their excess water loses its market
