use or resource value on the provo river downstream to utah lake is anticipated diamond fork power system construction anticipated for 1986 the fishery plan consists of construction of the diamond fork pipeline that would change fish habitat in lower diamond fork stream by removing present excess flows the main wildlife mitigation measure could be the acquisition of management rights on about 4000 acres of private lands to improve habitat quality and thereby offset losses due to construction of roads and reservoir inundation irrigation and drainage system construction anticipated 1986 plans are presently being developed for the system fish and wildlife mitigation objectives will be to compensate for all adverse impacts which may occur from diking utah lake and from constructing struc ting and operating features uintah unit construction start not established plans will be developed in cooperation with government resource agencies ute tribe and increased publics as project planning is refined jordanelle Jor danelle reservoir the primary function of the jordanelle Jor danelle reservoir is to provide an average of 90000 acre feet per year of high quality municipal and industrial mal mai m&l m&i water to utah salt lake and wasatch counties its secondary functions are to provide supplemental irrigation water to wasatch and summit counties to provide flood control on the provo river to generate hydroelectric power and to improve recreation and fishing opportunities present mai m&l m&i water demands in the project area are met from a combination of wells springs and the treatment of surface waters As population has increased the development of these existing water supplies has also increased in the 1960s state and local water planners recognized a need for additional sources of high quality water that could be developed along with the development of existing supplies to meet the ever increasing demands jordanelle Jor danelle reservoir would help develop this additional mal m&l m&i mai water the population of the three county area increased from 602246 in 1970 to 845695 in 1980 an increase of 40.4 404 404 percent or 3.5 35 35 percent per year if in the future population were to increase at only 2 percent per year and if local supplies were to continue to be developed at an aggressive steady pace the additional water supply stored in jordanelle Jor danelle would help meet mal demands to approximately the year 2010 with continued development of local supplies without jordanelle Jor danelle demands could be met to about the year 1990 at present salt lake county is borrowing more than 20000 acre feet per year of mal water from salt lake city metropolitan water district SLCMWD if a drought year such as 1961 or 1977 were to occur now SLCMWD would probably need most of the water being loaned to the county which would leave large portions of the county without a domestic water supply water rights in 1971 the bureau of reclamation filed with the state engineer application 40523 to receive surplus water from the provo river for storage in deer creek and jordanelle Jor danelle reservoir and exchange application 398 to exchange water for storage in deer creek and jordanelle Jor danelle reservoirs under application 40523 all surplus water on the provo river up to 300000 acre feet could be impounded for project use surplus flows on the provo river occur only in high flow years and are excess to all other rights on the river surplus flows have occured occurred during 13 of the past 16 years enough surplus water flowed during the 1983 water year alone to fill the 320000 acre foot reservoir exchange application 398 would allow the exchange of up to 300000 acre feet of water which is excess to provo river rights but not in excess of utah lake rights for storage in deer creek and jordanelle Jor danelle reservoirs this water could be stored in the reservoirs and then replaced at utah lake in one or a combination of the following ways direct releases from the enlarged strawberry reservoir evaporation savings from diking utah lake or using project return flows water quality potential water quality problems have been identified and are being addressed these include nutrient loading eutrophication phi cation to jordanelle Jor danelle and deer creek reservoirs mineralization and heavy metal problems in the north arm of jordanelle Jor danelle reservoir and associated low dissolved oxygen conditions mining activities in the area have left mine tailings and millwastes mill wastes the state division of environmental health and the US environmental ron mental protection agency are presently analyzing the three abandoned millwaste miltwaste mill waste ponds above the maximum maximum reservoir elevation near the proposed management boundary they are also analyzing the olsenneihart Olsen Neihart millwaste miltwaste Mill waste pond which would be periodically inundated under the new super fund criteria for hazardous and toxic wastes the mine tailings issue must be resolved with or without jordanelle Jor danelle to protect and improve water quality a comprehensive reservoir and watershed management plan is being developed and will be im
