Relation Central Utah Project; Western Waters Digital Library; UTAH WATER AND POWER BOARD the 1947 utah state legislature created the utah water and power board enabling water bisers iisers users associations counties municipalities and the state to cooperate on a prorata pro rata share basis in the local development of water and power resources for all the citizens the act recognizes that water is the property of the public and should be so managed by the public that it can be put to the highest use for public benefit the sum of 200000 was appropriated to the board for financing a three point program to be accomplished by 1949 as follows I 1 1 to inventory the small waters of the state and determine the time and money required to put them to highest beneficial use 2 to study advise and aid in the development of the waters of the upper colorado river basin 3 to select for construction possibly 20 projects such as reservoirs reservoirs new canals relocation of old canals any works that will prevent loss from seepage or otherwise reduce waste and increase efficiency providing the projects are feasible in accordance with sound engineering principles in addition to the 200000 appropriated for the biennium the act established a revolving fund to which was appropriated 1000000 as the nucleus of a fund to be augmented by succeeding legislatures and from which the numerous small water projects can be financed contracts with water users can be made for repayment of construction costs within such number of years and with such interest rate or none as conditions justify nie the nic nicactin Actin act in formal preamble enunciates the following policy that the congress of the united states has provided for the building of larger water conservation projects payment of capital costs without interest to be made by the water users upon the basis of a fair portion of crop rates that the congress has established in the department of agriculture various agencies having authority to develop protect and aid in putting to beneficial use the land and water resources of the united states and to cooperate with state agencies having similar authority that the interests of the state of utah require that means be provided for close cooperation between all state and federal agencies to the end that the underground waters and small streams of the state can be utilized to make the lands thereunder yield abundantly and increase the income and well being of the citizens after 100 years of irrigation UTAH LOOKS AHEAD A the state of deseret has come a long way in the 100 years since since the mormon pioneers with their first irrigation on july 23 1847 started orderly colonization of the west constituting an epic of human ingenuity more than a million of utahs arid acres are now intensively cultivated as a result of that historic beginning and a century of conserving water for irrigation in a land where the natural precipitation is insufficient to grow most crops the federal government since 1904 has abetted utahs struggle to keep the desert from taking back her lost acres the bureau of reclamation through the active cooperation of state leaders the utah water storage commission and its successor the utah water users association has constructed nine reclamation projects costing more than 50000000 these projects have stabilized the water supply for the most fertile fifth of utahs irrigated lands valuable crops that formerly thirsted for water can now be matured higher pay moisture moisture crops formerly out of the question can new be planted As a result annual crop values on the fertile fifth exceed 20000000 boosting total state receipts from irrigated farms above the 30000000 mark but with only a quarter million acres enjoying a full and reliable water supply utah has just about reached her maximum irrigated development unless more water is brought through the great basin divide from the colorado river with as much as 600000 acre feet of additional 4 water from that source utah could more than double her adequately irrigated land reclaim 150000 acres never before irrigated develop nearly a third hoover boulder dams dam nam s annual output of hydroelectric energy triple utah s coal market through electric furnace reduction of phosphate into fertilizer benefit the nation through increased production from farm mine and factory and through increased purchasing power with a renewed consciousness that the arid west is still supremely dependent upon water its first and foremost resource utah enters her second
