Description Memorandum: From Secretary of the Interior and Secretary of State, to the President, "Solution to Salinity Problem associated with delivery of Colorado River water to Mexico under Treaty of February 1944", draft 1/22/65, page 2 Mexico has agreed that she will schedule no more than the minimum treaty requirement of 900 cfs for not less than 90 days during the October-February period each winter. Also it has been agreed that when Mexico requests the winter treaty minimum rate of delivery that the flows reaching Mexico, not including Wellton-Mohawk drainage waters, may vary generally between 800 and 1000 cfs, but will average not less than 900 cfs for the total of the days of minimum request in the winter period.
