August 23, 1964 (photocopy), page 2 -2- The Geological Survey considers that the evidence strongly supports the initial effluent being 4,000 p.p.m. or less, and probably less. The Bureau of Reclamation holds to the view that the initial effluent is more likely to be 5,000 p.p.m. Both agencies agree the quality of effluent will improve. The Question Determination is now needed on the question: Would a tile drain initial effluent of 4,000 to 5,000 p.p.m. and decreasing in time, resolve the international problem?...
