Description Water is the most basic of Arizona's productive resources. The price consumers pay for water must be low enough to permit and encourage full and efficient utilization of water by all types of users. The practical way to build the Central Arizona Project to this end is under provisions of the National Reclamation Act, with construction by the Bureau of Reclamation.
